Why I can still break the blocks in enabled world when the flag `break` is already set to false?

Please make sure you are not OP in the server, or the player who has the bypass permission of that enabled world.

If still, check if there is any area that is created by area protection plugin, because NoBuildPlus does not provide protection to those areas. If you need to disable the function, please go to config.yml and set hook.PluginName to false.

Non-op Players can't interact with the blocks and mobs even though the corresponding flags are set to true(ALLOW)

Check the spawn protection radius at the server.properties file.
Set it to spawn-protection= to remove the protection.
